A. Understanding the Organization
Summary of What the Organization does
The Higher Colleges of Technology (HCT) is the UAE’s biggest applied higher educational establishment, acquiring an honored reputation for groundbreaking education programs and job-oriented experiential learning. Nearly 23,000 students are registered in 16 contemporary, technology-based males’ and females’ campuses across the UAE (The HCT par. 4). The institution offers more than 70 academic programs in Applied Media, Education, Computer Information Science, Business, Health Sciences, and Engineering Technology & Science. HCT designs all these programs in consultation with industry and corporate executives, and integrate precepts of Innovation and Entrepreneurship to guarantee that its learners’ skills are informed and exceptional. Governance. The HCT consists of a federal self-governing academic corporate agency for higher education proven under Federal law no. 2 of 1988 and reorganized under Federal law no. 17 of 1998. A Board of Trustees governs the HCT (The HCT par. 6). The Board encompasses the Chancellor, H.E. Nasser Thani AlHamli, the President and CEO, Dr. Abdullatif Al Shamsi, and other skilled and seasoned members from different UAE segments appointed by the Cabinet as the Chancellor recommends.
Organization. The HCT organization encompasses a central administration with three divisions. These include Strategy and Future- spearheaded by the Vice President Strategy and Future; Academics-led by the Chief Academic Officer; and Operations- spearheaded by the Chief Operating Officer.
Academic Affairs. The Academic Affairs section is led by the Chief Academic Officer and manages some vital institutional roles, including offering academic leadership and policy and planning direction. The division has six academic faculty divisions, such as Business Faculty and Education Faculty, and an academic support division (The Higher Colleges of Technology par. 5). Academic Affairs consists of areas such as Programs and Curriculum, Institutional and Program Accreditation Department, Industry Sponsored Programs, and Faculty Affairs and Scholar Activities.
Education Technologies Division. The Education Technologies Division led by the Vice President Education Technologies supervises three key sections, including Digital Technologies, Intelligent Learning Systems, and Knowledge Management.
Campus Operations. Each campus is spearheaded by an Executive Director who leads his or her campus within the HCT system. Sections within Campus Operations include Student Affairs, Campus Academic Operations, and Campus Support.
Strategy and Future Division. The Strategy and Future Division is led by the Vice President Strategy and Future consists of three main sections, including Strategy Management, Government Excellence, and Institutional Research (The Higher Colleges of Technology par. 8). The division facilitates the creation of strong and future proof HCT strategic and operational plans.
Other relevant Information about the Organization
The most relevant and important information about the HCT is its strategic plan. The plan is strongly aligned to the aims of the National Employment Strategy 2031, and was rolled out in March 2019 focusing on Employability and Beyond (The Higher Colleges of Technology par. 10). The first pillar of this strategic plan is Technical Leaders. The HCT will provide graduates with professional expertise and practical training via the implementation of the Hybrid Education Framework, empowering them to be leaders in their specialization areas. The second pillar is No Emirati Left Behind. The HCT will offer chances for each female and male Emirati to attend the institution, founded on each learner’s capacities and passion, by providing career paths from Diploma certifications to Bachelor degrees (The Higher Colleges of Technology par. 11). The third pillar is Graduating Companies. The HCT is focused on attaining three concepts of innovating, incubating, and venturing. It will empower its learners to develop their employment openings and prepare them for future jobs.
B. Environmental Analysis
The government encourages technology in schools to nurture future employment and 21st century among learners, according to its strategy to issue tablets and computers in all schools. The UAE Government strongly supports learning and education services for learners with special needs. The Federal Law No. 29 of 2006 is the initial legislation in the country to safeguard people with special needs’ rights. Furthermore, the government has set a big part of its budget to advance the education industry. In 2018, the industry got AED 10.4 billion from the national government budget (The UAE par. 3). The industry is one the fastest growing in the region, with nearly 1.03 million learners registered in both private and public institutions in 2017 (Trines and Kamal par. 4). Finally, regarding curriculum development, the Education Ministry introduced a major overhaul to enrich the minds and thinking of learners and prepare them for the future job opportunities.
Competitors in the same Industry
The number of international degree-seeking learners has risen recently in the UAE, from 48,653 in 2011 to 77,463 in 2016, according to data from UNESCO (Trines and Kamal par. 5). Consequently, many learning and education institutions have modified and advanced their programs to meet the diverse needs of students. In this light, the HCT faces competition for students and services from major education sector players such as the American University of Sharjah, Zayed University, United Arab Emirates University, American University in Dubai, Gulf Medical University, Abu Dhabi University, and City University College of Ajman.
Partnerships with the Organization
The HCT has partnered with Oracle to train and educate learners in the sphere of Artificial Intelligence and emerging advancements. The organization has also formed partnerships with the Seoul National University of Science and Technology (SeoulTech) to provide programs to learners in the UAE (The Higher Colleges of Technology par. 1). Finally, the institution has joined forces with key national and multinational organizations, including MOHRE, Canada’s SAIT, Montessori Center International, Dell Technologies, and Mashreq Bank.
